Our rulingRubio said the Obama administration's 2013 Syria airstrike proposal "had no clear objective," while Trump's Syria strike "had a clear strategic objective." But almost four years ago, Rubio opposed President Barack Obama's plan to order airstrikes in Syria, also after dictator Bashar al-Assad used chemical weapons against his people. The 2017 chemical weapons attack was much smaller, killing about 80 people. Obama wanted to strike Syria in retaliation, but he chose to ask Congress to authorize his use of military force.

The hard reality is that on both security and economic issues, the United States and China are rivals — not partners — and much tougher days lie ahead. Rather, it offers state-directed capitalism and authoritarian governance to developing nations as a superior model to what the United States and European democracies offer. For several decades, China accomplished double-digit growth by exporting consumer goods to western markets while keeping its economy tightly controlled. On trade, either the United States obtains from China a blueprint with enforceable benchmarks to reduce and ultimately eliminate the trade deficit or the United States should impose such an arrangement unilaterally. The United States absorbed the brunt of this onslaught.
